The RSC Announces Cut, Cap, and Balance: A Fiscal Year 2013 Budget. We join the many Americans concerned by the thought of waiting decades to balance the budget. Our goal is simple: The federal government should stop borrowing from today's second-graders before they graduate high school. This plan makes the tough decisions to balance the budget in 5 years.

The Jobs Through Growth Act, which builds upon the good work already done by House Republicans, is all about keeping America open for business. It cuts through red tape. It makes the tax code simpler, flatter, and fairer. It tears down barriers to energy production and helps lower the price of gas. In short, it creates jobs by growing the economy – not the government.

The President claims there’s “not much we can do” in the short-term to provide consumers with relief from high gas prices. The RSC disagrees. There are conservative solutions that will not only drive down the cost of gas in the short-term, but also create a more stable marketplace for gasoline for decades to come.

The State Health Flexibility Act frees the states from Washington’s one-size-fits-all dictates so they can design programs around the needs of their own citizens, and it cuts nothing from the current funding. We must make Medicaid more affordable, more accountable, and provide better care to the people who need it most because the status quo in Medicaid is unfair to the poor and to our children.

It has been 3 years since President Obama signed his infamous stimulus package into law. It was a plan designed to create jobs by growing the size of government, and its record has not been good. Only 63.7% of working-age Americans are currently in the workforce – the lowest in almost 29 years!

With each passing day our nation’s fiscal health gets worse, leaving our children and grandchildren falling further into debt. Democrats seem to have given up, proposing even more borrowing in response to our massive debt addiction. With the problem growing larger every day, we must move quickly and unite behind a plan to cut spending and get our budget into balance.

H.R. 1167, the Welfare Reform Act of 2011, builds on the reforms of 1996 by requiring food stamp recipients to either work or prepare for a job, helping them to become independent of government assistance.
